Professional credential evaluation

Personnel Certification

Professional Credentials

Credentials based on demonstrated competence

BSQC personnel certification assesses whether an individual meets the competence requirements of a defined certification scheme. Each scheme identifies its job or task scope, prerequisites, assessment methods, pass requirements, code of conduct, surveillance and recertification rules.

IMPORTANT DISTINCTION

Training develops knowledge and skills. Certification independently assesses whether specified competence requirements have been met. Completing a course does not automatically confer certification, and purchasing training does not guarantee a positive certification decision.

Assessment Principles

  • Validity: Assessment measures the competence described by the scheme.
  • Reliability: Scoring and decision rules are applied consistently.
  • Fairness: Reasonable adjustments are available without lowering competence requirements.
  • Security: Examination items, identity checks, proctoring data and results are controlled.
  • Independence: Assessors and decision-makers disclose conflicts and follow separation requirements.
  • Appealability: Candidates may challenge process or decision through the published appeals route.

Example Recertification Evidence

  • Continuing professional development relevant to the certified scope.
  • Recent audit, quality or management practice.
  • Declaration of complaints, disciplinary matters and conflicts.
  • Continued agreement to the code of conduct.
  • Re-examination or reassessment where the scheme, standard or risk requires it.

Credential naming rule

Individuals should describe themselves using the exact credential title and certificate number. They must not claim that ISO personally certified them, that they are accredited beyond the scheme scope, or that their credential authorises activities reserved by law or another professional body.

Reasonable adjustments

Candidates may request reasonable adjustments during application. BSQC will consider disability, health, language and access needs while protecting assessment validity, security and fairness. Evidence may be requested where appropriate. Adjustments do not remove or reduce the competence being assessed.

Malpractice & misconduct

Impersonation, collusion, unauthorised materials, disclosure of examination content, falsified evidence, bribery or misuse of credentials may result in termination, invalidation, suspension or withdrawal and may be reported where required by law or scheme rules.
